Tim Hortons has made a commitment to employ approximately 10,000 local workers, reducing its dependence on the temporary foreign worker program. The popular coffee chain has already conducted 400 hiring events in March and April, with plans to continue hiring local team members throughout the year.
This shift marks a change for Tim Hortons, which previously utilized the temporary foreign worker program to address labor shortages following the COVID-19 pandemic in 2021. However, the company emphasizes its long-standing dedication to hiring individuals from the communities where its restaurants are situated.
According to Tim Hortons, only 3.6% of its restaurant workforce, totaling 4,000 employees, are currently hired through the temporary foreign worker program. These employees are specifically recruited in communities facing documented labor shortages.
In response to the evolving landscape, the federal government adjusted regulations, allowing businesses to employ up to 20% of their workforce through the temporary foreign worker program, with certain sectors permitted to reach 30%. However, these limits were reduced back to 10% in 2024. Tim Hortons actively lobbied the government to maintain the program, citing its importance in addressing staffing challenges within the industry.
Recently, the company communicated that lobbying efforts are no longer deemed necessary due to increased youth unemployment rates. Tim Hortons has ceased discussions on immigration policy related to the temporary foreign worker program with the government.
In a strategic move, Tim Hortons revealed plans to open 80 new restaurants and renovate 400 existing cafes across Canada by the year’s end. Ontario will see the most new locations, followed by Alberta and Quebec. These developments coincide with the re-entry of Dunkin’ into the Canadian market, facilitated by Montreal-based Foodtastic.
While the return of Dunkin’ presents a competitive challenge, Tim Hortons remains confident in its enduring presence within Canadian communities.
