The Region of Waterloo is seeking to modify a bylaw that may result in the relocation of individuals residing in an encampment at 100 Victoria St. N., in Kitchener by April 1. The region enacted a site-specific bylaw in April 2025 to clear the lot by December 1, 2025, in preparation for the construction of the new transit hub. The bylaw is currently under review by a Kitchener judge with upcoming hearing dates scheduled for February 5, 6, and 27.
Proposed amendments to the original bylaw include extending the deadline for vacating the property to April 1, 2026, removing the provision for fines up to $5,000 for non-compliance, and establishing a transition plan to provide alternative accommodations for encampment residents. The transition process involves creating personalized housing plans with social services support, transportation, and storage for up to six months.
A public meeting to gather feedback on the amendments is scheduled for Wednesday evening. Lesley Crompton, a volunteer assisting individuals experiencing homelessness in the region, plans to address concerns about finding suitable alternative accommodations for encampment residents. Crompton emphasized the need for more shelter and affordable housing options for these individuals.
Additionally, Benny Skinner, another delegate for the meeting, intends to question the rationale behind allocating an extra $20 million to the Waterloo Regional Police Service budget instead of prioritizing the basic needs of homeless individuals. Regional Chair Karen Redman reiterated the region’s commitment to finding permanent housing solutions for encampment residents.
The bylaw revisions are set to be presented for approval at a special council meeting on Friday.
